Combination of modifiers. Got it pretty much working for all the test combos I've thrown at it...
But it goes wonky if you do something stupid... not really sure that matters.
Like, if you go significantly over the maximums for each group the numbers on the warnings get out of whack.

So have it set max L/B to 0 if there exists a B, set max B to 0 if there is LB, and drop L or LB by 1 if there exists another

Because they qualify as both, and there's no easier way to tell the difference without people complaining that they can't bring multiple L/B units because they just don't know any better

How about this... for 1k list: L -1 if L/B, L/B = 0 if B, B = 0 L/B
or L = 2 if L/B
It'll hard set the limits for the 1k list if those criteria are met... for 2000, let me bring up my GH

L/B wouldn't decrement based off L
Just set the hard limit on it the same as it is on B since it's more restrictive
Either way it will toss up an error if somebody tries to put in 5 L and 2 L/B in a 2k list

I had L/B -1 for each select of L or B, then +1 for each select of L+B... effectively means it decrements the L/B for either L or B selects, but credits you 1 back when you have separate L and B selections.
That bit works perfects.

Yeah - the benefit the US has is the federal govm't only is a few years younger then the oldest of the states - so while everyone still hates the fed, only the crazies are actively trying to destroy the fed. With the EU, you had individual countries that were made into a quasi-federal govm't - and the only people who see it as a good thing are the former bloc contries - everyone else only saw the take, not the benefits
I live in one of the few states that is actually self-sufficient- there's a reason PA is the commonwealth of PA
