well yeah btc has one of the worst decentralisation if you really look at it. there are like 4 or 5 pools that control like 57% of the hashrate

You can make a sidechain for BTC at the change of a param file.
But you could also mod the fuck out of it and make something cool

With G Maxwell style CT, you have 2 keys...
Priv key and a blinding key
You can't see txs between wallets, unless you have the key to see it
So, it can still be fully auditable, if you have a key for that wallet.
Its like, view only key, not spend
