in my experience it's just like IRC but more centralized and dependent on a 3rd party, who's trying to sell you stuff

I'd say because 1) no on the project uses IRC regularly 2) IRC kind of sucks at semi-disjointed chat. Rejoining a channel and catching up on missed messages takes more tooling (and $deity forbid if the log gets polluted with a bunch of netsplits and other nonsense) 3) I don't want to deal with standing up a bot to hold onto a channel name and 4) it's a lower barrier to entry. Someone on the github page probably already has a github account. It also has convenient github integration, e.g. #755 or d7e48ba228448d945554e447bd0c3acbcb3169d9 linking
or I guess just issues and not SHAs
