You can't really get much more than an opinion piece in the papers (never mind other media) without a hook - an event or somthing similar
But there is a plan
It's just that specific thing takes up lots of space and hasn't been fleshed out
So it looks more like an empty framework of a plan than it actually is
I mean, are there plans for actual meatspace events? Legal activities? Direct Action?
