Use pop
Pip*
Do an internet search: “install python packages with pip”

Then configure sublime to use the environment you installed the packages on. Search: “configuring python with sublime”
Pip is a package manager for python. For data science, you could use anaconda, which is a package manager specific to data science. It comes pre-installed with a bunch of data science packages. You could install anaconda. Then have sublime use the Conda environment.
