To answer your question regarding backgrounds for a specific location, you could use https://developers.google.com/maps/documentation/javascript/places along with https://developers.google.com/places/web-service/photos to get a photo.

@Atalaa Yes, you would need to register an app with your google account to use the api. The google API is challenging but offers an unlimited amount of data. ;)

@Atalaa No, you would still use either apixu or weatherunderground for weather. Use the google API to get a photo for a city.
