When coding the Tribute Page, do you use HTML or Bootstrap? I'm a little confused on the difference.
And particularly, I mean when Googling for help. If I wanted to center an image, let's say, would I Google: "HTML center image" or "Bootstrap center image?"

Bootstrap is a CSS library @DarkInterval, HTML is code you use to structure your page. You would use both
if you're not sure of the difference between CSS and HTML is I would review the challenges

@Na-Ya Your lat and long are only defined inside your function(position), if you want to use them outside of that, you'll need to pass them as arguments to another function

    getWeather(lat, long);

your function(data) is in the wrong place
