In fact we had very many discussions in our office regarding this - we even hired a designer at one point of time who had no idea of html/css - most of his designs were not implementable
this was one of the strong reason why @vasanth3838, our ui development lead believes html/css to be along with the adobe cs in a ui developer's armory
@ameer-khan : @vasanth3838 himself started out as a graphic designer for idlebrain! ANd this approach has been sort of working for us till now - and we have a team of 3 such ui developers in our office now :) (we need to update our website)
and as you pointed out frontend developer position does include html and we mentioned Less - a preprocessor instead of css there

That's awesome. But off late I have observed that to meet design a lot of factors are being ignored, Like Browser re flow, caching, optimizing which starts from Html. I would say Html itself an engineering. Designer thinks aesthetic, but a developer thinks in all the verticals (backend). If a Frontend engineer can meet the design too that would be awesome and overall product which comes out will be super terrific. Because I feel frontend engineer should be someone who can steal thoughts from Designer mind and paint it on browser canvas with all his weapons
I'm saying this is because Designer's job is very difficult. He/She has to think creative to design. If a front end guy can take care of painting part, Designer will have full time to concentrate on design.
And ya Good design is good buisness :)
