Found your count! (One of them, at least, I think) If you look at that last file I mentioned, the 25th byte inside the 54 byte dataBlob is 05, which is equal to the number of unknownReferenceLists, in the file 0x025ED6F4-0x00000000-0xD3C8239C3646C29 the 25th byte of the dataBlob is 6 and it has 6 lists, and in the file 0x025ED6F4-0x00000000-0x0BCA9612F86874D6 the 25th byte of the dataBlob is 1, and it only has 1 referenceList.

After the 2nd shader block, there are 16 bytes, then another list, but this one is counted by a byte, instead of a uint32

I may have been wrong about that count I found last night, it doesn't seem to be consistent. Maybe it was a coincidence in those 3 files, or it's something else?
