well
at some point it's using the swap
it's bumping it up a little everyday
so whilst it may not be using it right now

Note, when @gtanzillo and I were looking at a lab used by some field people, the 'fork'ing workers make it complicated since new workers created from a server process with swap invasion will be a memory copy so they'll "appear" to be using swap too
