-I think with 'same version' he means same network version (bad idea to only update to new network versions IMO)
-Not only update OpenRCT2, but also the launcher.

It looks like a problem with the Steam installation. It's complaining about a missing file. Can you find that file yourself?

Sounds like a broken installation then. Reinstalling RCT2 should do it (with steam, you can verify the integrity to do the same thing).
