I understood that it's difficulty to use not to code xD
Anyway
You should check for each tick the block that the observer watch, if the block is on update you send impulse of redstone else not
That may cause lag but can be reduce in some ways :P

I plan on making an mcpe server similar to mojang's Realms service that utilizes their LevelDB world saving system
idk if it will work in the near future though
