There's a whole setup process for heroku. Try going through it and if you run into any problems let me know.
Reading that documentation I just realised I was quite wrong about the search api... and also that twitter ALREADY does sentiment analysis of their tweets. Their example flight :( is a search that returns negative tweets that contain the word flight.
It's pretty cool that twitter use smileys as search operators.
