Then why are you using a TeamSpeak API written in Java? There are other ones, too. Or you could implement some basic functions yourself in your favorite language. Sending text via a socket is not rocket science.

As far as I can understand the situation here I want to say the following:
Have you ever done any programming in any programming language?

If not I recommend you to first learn the basics of Java and set up an so called IDE
Notepad ++ I don't consider as an IDE
I personally use IntelliJ but there is also Eclipse

The IDE supports you in many was such as giving you recommendations which methods are available etc.
If you have done some kind of programming before (and this is my opinion) you know most of the programming languages
If not that's fine too
And second: read the documentations on this teamspeak SDK first. If you your English is not too good try to use a translator.
But I think there must also be guides for Java in Arabic language

A quick search on YouTube for 'java tutorial arabic' got me lots of results from which you can learn a lot (if you haven't already) ☺
And I cannot repeat myself enough: setup a proper development environment first
