You should know that modern runuo servers expect to be running on a post-ml client.

Set CurrentExpansion.Expansion to Expansion.ML.
Make sure the MapDefs file (I think?) is set to use map file 0 for both tram and fel.
In MapDefs or CurrentExpansion, set HighSeas multi bool to false.
I should really write all these down heh.

The npcs are already under the floor.
That's where they spawned originally.
You may need to reset the data files completely.
To get them to spawn in the correct locations.
I would recommend starting from scratch, making those three changes to a clean install of runuo.

@ZaneDubya It's not that we don't understand the format, most things that are unknown aren't used anymore. They use to be used in much much much older version of UO (perhaps event alpha, beta versions), but no longer are.
