although I'm hitting some bug where I often get stuck and I'm below the ground

that usually means your server and client are out of sync file version-wise.

they both use the same uoml directory, hm
it did work once but after that it got stuck after every login
and when I used the real uoml client to request teleport to get out of the ground it got stuck again in next login
but hey, it runs

its probably something to do with tile matrix stuff
are you running against RunUO?
