hey all - I have a really locked down machine at work with all sorts of firewalls and the like - have tried to install adapt develop branch today but having all sorts of problems
am I better to ask the IS team to do it, or is there a way I can make a development environment without needing to?

I had the same issue what I did to solve it on short notice (meaning unable to perform git pull etc because of firewall restrictions) is that I installed VirtualBox and installed Ubuntu Server. At a different network (home for instance) did the same and installed Adapt as well. This setup I exported on a USB stick via the option export application. At work I used the option import application in the VirtualBox installation there (this is an exact copy of what you have at home). Then before you run the newly installed Ubuntu server at work change its network setting by selecting the gear icon. Here select network. It should default be NAT. Change this to Host-only. Then run the server. At the command line type ifconfig. This will display the IP address. You need this to add in you browser outside of your VirtualBox installation. In this way the VB works like it is an server but then inside your computer.
For the long term solution have IT give you the requirements for a correct installation
