@anacrolix and the configs I path are essentially identical, only differences: Seed:true UploadRateLimiter:0xc0420e8fa0 DownloadRateLimiter:0xc0420e8f50 and PreferNoEncryption:true
@anacrolix More information: I have no issues stopping and dropping the torrent when it is fully downloaded, it works fine.. the issue only occurs when I perform the action on a torrent that is not fully downloaded.

i'm surprised nobody else has encountered it. i haven't been able to reproduce it at all
my best guess is that perhaps some dependency isn't right, since deleting all your source helped last time
do you run go get -u github.com/anacrolix/torrent/...

Im not actually sure it fixed it, I wonder if after redownload I was testing it with a fully downloaded torrent and wasn't able to reproduce with that.
I ran the go get ./...
in my source

u need the -u to update deps
yeah it sounds like you need active peers to trigger the bug
which requires that the client will need peers in the first place

you can safely comment out of the comment of the assert if you like
it'll be a very slow leak, slow enough taht you won't notice
