I think as long as we have some form of release notes somewhere, I don't think it matters much where it is. Although having it in the same place as the rest of the official documentation would make sense.
And probably easier for historical reasons and to reference to it.

having a quick glance at it does show a difference between english and the other 3 languages
Can confirm that for our guild, upgrade 287 (Mining Rate 6) is showing up for various items on the treasury endpoint for English. However, Mining Rate 6 isn't unlocked for us yet, we still have to finish Mining Rate 5. Setting it to German, French or Spanish makes upgrade 287 disappear from the list completely.

that it somehow corrects itself after a refresh is odd, but it might also help pinpointing the issue
Anyhow, that's all I have access to. Maybe someone here has a guild with way more upgrades to complete that give similar findings.
