I just did a test of the subset idea: http://font-subset-fallback.surge.sh/

I'm only doing woff in my test, so obviously IE8 fails. I'm fine with that. Otherwise all browers seem to have the behavior we assumed
I think we have our safe fallback

I didn't test. I can only assume it will follow the usual browser rules that differ
Assuming we can make the subsetting glyph detection work correctly, this will only be relevant for dynamic content. And with the wide woff support I'm confident about pulling in the google stylesheet and inserting preload of prefetch declarations
Probably prefetch, as it's unlikely to be needed up front

It could be interesting to add some kind of generic support for adding prefetch/preload link tags

i tried playing with that a while back. There are not enough good resources on what to load how and when. Plus the biggest culprits are two levels out behind browser detection or javascript or something similar

@Munter Okay, I think I got the "assets owning relations" thing to work now. I'm sort of feeling adventurous enough to merge it and then release the new major versions.
