is there any way to set position in a .fract file while keeping the target and roll angle constant?

Yes, there is a way. If you want to keep the camera with 0 roll angle, you have to keep the camera in correct orientation by setting camera_top 0 0 1;
camera_rotation parameter you can ignore, because will be recalculated

Btw when you are scripting the settings file you may use the scripting thing of mandelbulber: https://github.com/buddhi1980/mandelbulber2/tree/master/mandelbulber2/deploy/share/mandelbulber2/scripts

@Starmute that looks interesting. I'm wondering if the fractals are representations of parts of a blockchain but not the blockchain itself then could not the fractals take any form at all?

I think there was a big patch series at the time I committed the script thing, so it went quite unnoticed and hadn't any use for it at that time either

Intentional, I added dof and stronger fog, so the focus is on the one object in the center.
