it turns out that every time i generate the package, zip file has a different checksum (because of file ctimes i think)

you may need to delete downloaded file (esp8266-2.0.0-rc2.zip)
it's somewhere in Arduino14/packages/staging/
on Windows that's within AppData, on OS X in ~/Library, on Linux in ~/.Arduino15
