So you install testrpc
and then run it

You would have to deploy the contracts for that
testRPC is a local test network
You should ask in ethereum/swarm what is the best testNet to use!

Otherwise, you can always mine in the faucet you are in
Truffle tutorials
Most people developp on testRPC first from my knowledge
since it's much faster and doesn't require ETH
(provides you with billions)
