it is using In-Reply-To: to associate emails to issue, but it may be configuration issue. i.e i'm not using subject based routing but the one that uses issue-xxx@domain.tld or note-xxx@domain.tld routing
so what's your routing configuration? and maybe @balsdorf knows if there's differences with different kind of routing

I'm using subject based routing. If @balsdorf can confirm it is supposed to be using that header, I'll try and figure out why it isn't working. It only needs that header when the subject doesn't have the issue number, it could/should be a last check before creating a new issue.
