jekyll has plugins that do automatic table of contents, but github pages doesn't allow plugins
wait. kramdown does it for you?

So apparently the robot-controller-2000 file is in the file structure twice

ok, I played with it a bunch... the best option seems to be to require an {% include toc %} in each page (which invokes special kramdown magic), or use javascript to automatically generate it. The advantage of javascript is that we can use the same style that wikipedia has, and it'll be autogenerating

unfortunately, it doesn't seem possible to add the special markdown in a layout, just in the includes
it's a bit annoying to have to add a tag to every page
so I'm leaning towards javascript I think
