Nosetest works locally for me so there maybe some issue in your local environment
Did you set the environment variables and made changes in the .env file?

Yes I did change the
.env file
I am on Mac, maybe that is the issue. I will try it on Ubuntu as well.

Virtualenv doesn’t create a new python interpreter. It just symlinks it to the original.

virtualenv is a tool to create isolated Python environments.
I believe that is all that is required here
what do you suggest?

Try installing python2 from brew and use that instead of the system’s version of python by setting the -p argument while creating the virtualenv

I did use -p and set python2.7
can you tell me your postgresql version?
I've python2 from brew
I now know why the problem is arising but I can't confirm unless I know your postgresql version
