I've come across the author's name before, Jon Harrop is rather well-known in some parts of the FP community (Lisp and OCaml, at least)
he's smart, and knowledgable, but at the same time he's somewhat of a troll
the impression I've gotten from others (that I've worked with and admire for their FP knowledge) is that Dr Harrop always is promoting something on the expense of something else... OCaml over Lips, then F# over OCaml... this article doesn't seem to be of that kind though

unless of course he's advocating non-functional languages ;) but then there are a few disadvantages to them too

it's quite obvious this Jon Harrop has a few bones to pick. Also, all the links point to stuff he wrote on his blog in 2009-2010
In the past few years a few things happened on the performance front: e.g.. packages: monad-par and friends, accelerate and friends ..
