can you search your system for openssl libraries and make sure you don't have any stray ones?

Using a Developer Command Prompt, run the following command in your %VCPKG% directory: vcpkg install openssl:x64-windows

maybe is caused by visual studio

i have tons of libs on it
i also found openssl on .nuget
maybe its better to make some cleanup on visual studio
