There are so many steps to setting up Push Notifications and we need the $99 iOS Developer Program membership if we want to get it working for iOS.
I’m starting to think perhaps we should just use Twilio to send text messages.

Read “What You Need for Push Notifications” and see if it’s worth it: cordova plugin add https://github.com/phonegap-build/PushPlugin.git
if we actually wanted to get this working, we’ll probably need another repo for the push notification server and special hosting: "You need to be able to run a background process on the server, install an SSL certificate, and be able to make outgoing TLS connections on certain ports."
and this can’t be tested in the simulator

As for using text messages, is it even possible for the app itself to run queries in the background and then send a text? If not, then we have no choice but to use push notifications.

Any suggestions on how we should hide the MapQuest API key? I need to include the link with the key as a script tag in the HTML; so anyone visiting the page can just view source and see the key.

If it's going into a script tag, it can't be hidden regardless. Even if you tried to obfuscate it, the network tab in dev tools would give it away
that said, keep it out of the repo and inject it into your HTML. you're making a mobile app, so view source isn't as much of a concern
Google Maps actually works in a similar way. A quick Google search brings this up. http://stackoverflow.com/questions/2256305/how-does-google-maps-secure-their-api-key-how-to-make-something-similar
