I removed it for now

hmmmm.... I'm seeing strange behavior on my local docker runs with pip, it seems to be collecting the packages every time, unless I remove the '--find-links /pip-cache' ... I'm confused :S

nm... it just says that it's collecting the packges, and it's actually doing it, but from the local directory...

collecting always happens :)
downloading or using cache are the alternative outputs
for http cache vs no http cache
in any case, now it's one minute instead of 3 for the pip step which is nice :D
