Can multiple people access the same notebook at the same time? If I run my server on the local network...

They can, but the behavior is undefined, which is to say that it might result in data loss
if people start saving changes on top of each other, or executing cells back and forth, one pesons changes can overwrite anothers
The official policy is "don't do that"
that said, we are working on collaborative editing for JupyterLab
and CoCalc has implemented collaborative Jupyter notebooks in their platform as well: https://cocalc.com/
it works pretty nicely in the cocalc Jupyter notebook
(cocalc is formerly SageMathCloud....)
