If Jenkins is in docker - docker syslog driver is the easiest way to deliver
If not - only custom filter can help you with

You can set the values for those properties (user.name and user.email) in the global config, as well as in the project I believe (in the extra behaviors)

FYI, for everyone else's benefit, the issue was that the <scm> from the pom.xml was using ssh protocol for git, which means the key needed to be available in order to push to github
