that does not really make sense...
tell you what: I'll stop wasting your time with this for the moment. I'm submitting a PR to tut that fixes the problem in a few hours
when that's well and sorted, I'll re-use uploaded SNAPSHOT artifacts, double check them myself, then let you know

I usually do just to be safe
(yeah, in your case it seems to have worked as it should)
if you need to clear the cache: do you use coursier, or bog standard SBT?

so it'll be in ~/.ivy2/cache
don't delete the whole directory or you'll be downloading the whole internet next time you boot SBT - look into it and it'll be pretty clear how this is organised
(also, consider using coursier for dependency resolution, it'll make your life more pleasant)

concurrent dependency downloading, better offline mode
takes 2 minutes to set up, too - add a single line in ~/.sbt/0.13/plugins/plugins.sbt
(it's not something you enable per project but on your system, it replaces SBT dependency management tool)
