Should not since SetVideoMode should only be used on Android to reset Display internal state

Doesn't it get called when the display dimensions change?
because I've noticed that on some devices, the display size can actually change

texture is depreciated? https://bitbucket.org/orx/orx/src/default/code/bin/CreationTemplate.ini?fileviewer=file-view-default indicates that TextureList should be the parameter.

Am I able to do this to display a simple texture in the main viewport?

That means that your viewport renders to a texture named picture.png
