thats the thing. I have libA -> libB -> php-annotations. and without specifying @dev in libA it complains about version

Yes, I had exactly that case with my QA-Tools library (see https://github.com/qa-tools/qa-tools) and I had to specify annotations library manually with "@dev" suffix in main composer.json" to avoid issues when installing dependencies.
Unfortunately until new stable release of php-annotations library is released this is the only way to proceed. But please don't be frightened by this minor issue because library itself is worth using it.

but why not tag current codebase?
with 1.1.1, and then release 1.2?

because code changes made since 1.1 doesn't classify as "bug fix". there were some features added, but no BC breaks. That's why next planned release is 1.2 and not 1.1.1.

I see you've using annotations like this "@assert memoryUsage 6.5M 10M" have you considered using parametrized annotations instead?
like @assert('memoryUsageMin' => '6.5M', 'memoryUsageMax' => '10M') or @assert('6.5M', '10M') or @assert-memory('6.5M', '10M')

but with syntax I've used it will be easier to annotation consumer, because there is no need to parse and look for spaces for splitting or doing anything else because each parameter would be separate property on annotation class.
I've been using this feature extensively myself in https://github.com/qa-tools/qa-tools/blob/develop/library/QATools/QATools/PageObject/Annotation/PageUrlAnnotation.php for example.

Packagist displays new 1.2.0 version. I've did a manual update on Packagist. It's working now.
What I like about this library is native PHP syntax. It's not using any kind of parser of annotation content, like Doctrine Annotations do. Just write any PHP code and what's between () is considered as array content so this stuff will work: /* @my-annotation('some-stuff' => SOME_CONSTANT) /

yea but last time i went on a russian onne about laravel and they helped me in javasscript
about a preloader in the website
and they helped me very well
a nice guy went to my computer he stayed with me like 4 hours fixing the whole website
