CHAIN_SPEC_PATH supports only Geth genesis json and Parity chain spec. For instance, genesis JSON file in case of Geth is here https://github.com/poanetwork/blockscout/blob/master/apps/explorer/test/support/fixture/chain_spec/qdai_genesis.json
its possible from explorer to get genesis contracts ? i don't know if GETH has this feature like besu?

Only if CHAIN_SPEC_PATH is provided. Thus, only Geth and OpenEthereum are supported by Blockscout for contracts in genesis block.

[Victor Baranov, POA Network] Hi, we do not control Blockscout ETC instance. The version of the application installed there is pretty old and should be updated. I assume that your current balance can be actually zero and Blockscout probably displays wrong value. Probably, you should ask ETC team to update Blockscout in their Discord https://discord.com/invite/bMGuZsA
