Always break down your issue to the simpliest debug. In this case, you want to test which TinyTDS connection options to use from something like an IRB prompt. Please use these docs for examples. https://github.com/rails-sqlserver/tiny_tds#tinytdsclient-usage
Also do some simple networking QA. Like make sure the host/port is reachable from your development machine. Port scan, etc.
Lastly, maybe use host vs dataserver.
