I believe Stripe.com is the only one to issue dispute data, hence no create endpoint. Yes, you would have to handle the dispute code and you can mock it as any other test using stripe-ruby-mock. This gem lets you know it is not yet addessing all Stripe endpoints, so if you write new code to address such a thing, contributions to stripe-ruby-mock are welcome. Hope this helps.
