Regarding the location of the specs: Sounds good for me!
regarding the issues which are still open and are solved once the API refactoring is done: I would leave them open and close them once you will merge the refactoring into the development branch

The initial version of the build-tools are ready
The test suite is still open, but I would integrate this at first into your refactoring branch, and test the functionality there

Yeah! I also have a release task in mind which automatically creates the changelog out of the git-history, adds contributors to the package.json and bumps the version number in npm/git

But I mean a CLI for devs who are using reduct as a framework would be really happy to generate a component skeleton. Something like the tools in Flow.
