But conf and route are not part of web-assets:unmanagedResources, they are separate
unamangedResoureces is only public directory

I did, and I've removed the public part now
which is what led me to ask the question
the "I think" part was because the "run twice" is a large set of problems, so not sure if this solution would apply everywhere
routes and conf are compile:unmanagedResources
