What is the preferred method of adding spring cloud to maven?

It depends if you care about being able to set Spring Cloud versions through properties or not.
(You can't do that if it's not the parent)

The difference between spring boot parent with cloud bom and spring cloud parent is just the extra properties defined in the cloud one
Except when there is a conflict (eg when you try and use spring cloud angel with spring boot 1.3)

Local declarations always win in maven, so you might need boms to pin the version of some dependency that isn't the same in both
Spring Cloud Security in particular will not work with Boot 1.3

It's possible to query Zuul by Zuul:

"http://zuul.corp.com/zuul/zuul/zuul/zuul/zuul/zuul/zuul/foo-service/hello"

not sure that it will not create some performance issue if someone will generate URL with 100 such "/zuul/" entries
