@RickShaeffer What do you mean? Are you trying to install it, or trying to download files with it? How? From where? Does the same thing occur if you run the same come in bare qtconsole (jupyter qtconsole)? Did you try disabling any firewall or security software? What commands are you using? How did you install Spyder? We'll need to know a lot more information to be able to help you.
Also, try the solutions presented in the Spyder Troubleshooting Guide, specifically the Basic First Aid section to see if they help. Most likely, these sorts of problems have to do with somethings specific to your machine/install/environment rather than something with Spyder.
Oh. Just install it with Anaconda (direct download link for Py3/Win/x64).
That should set everything up for you automatically. Then, you can launch Spyder right from a shortcut (e.g. hit the Win key and start typing the name, and it should pop right up—fastest way to launch almost anything, btw).
