Upgrade your graphics drivers, switch your active GPU (e.g. Nvidia discrete -> Intel integrated), install pyopengl (conda install pyopengl in the Anaconda prompt), downgrade pyqt (conda install pyqt=5.6). Other than that, you'll need to post the full and exact error text here.
Also you can try the steps listed in the Spyder Troubleshooting Guide, specifically the Basic First Aid and Emergency CPR sections, which resolve the great majority of Spyder installation issues.
However, if you post the full and exact error text I can direct you to a specific solution (or you can search for it yourself on our issue tracker.

You are presumably trying to update an Anaconda installation installed by another user (e.g. an administrator). Try it in an administrator command prompt instead, or logged in as that user. If not, there could be a permissions problem with your machine or Anaconda installation. Of course, none of this is under the control of Spdyer, although there's always a small chance (if the latter) it could be related to the problem stopping Spyder from launching.
Also, did you just install the latest version of Anaconda (5.3.0)? If not, make sure to update Spyder with conda update spyder since we fixed some issues related to this in our latest version.

Okay. Also, according to the existing issue on this, spyder-ide/spyder#7836 , this had to do with a problem with their DirectX or Windows install, and updating/reinstalling those resolved it for them.

should I switch window from 7 to 10
because window 7 have directx 11.

I mean, you could consider it, but I wouln't want to force you to do such a major upgrade just for Spyder, since there's nothing inherent to Windows 7 that makes it not work and rather the issue is likely due to some problem between your directx/direct3d runtimes, GPU drivers, OS, and Qt (Spyder's third party GUI library).

it would be better to use jupyter. isn't it? that would be better.

No, because Jupyter is a very different tool for a very different purpose than Spyder.

how spyder is better than jupyter?
actually I never used spyder as it always gives issues
if It is efficient than I am ready to upgrade windows.

Like I said, they're different tools for different purposes. You wouldn't want to use a screwdriver to cut a steak, or try to use a plastic spoon to pound a nail.
Jupyter is for writing short notebooks to demonstrate concepts and showcase data, while Spyder is for actually doing data analysis, writing code you expect to share and be used by others, developing analysis routines, truly reproducible research, etc.

I want to learn data science so which one is better for future prospects. so i will get hands on that tool.
hey thanks a alot.. now spyder working . conda install pyqt=5.6

Here's an engaging presentation about all the things Jupyter notebooks doesn't do and how it can often teach new data scientists bad habits.

They're both useful tools in the right circumstances, and they're both free and open source, so it doesn't hurt to have a basic familiarity with both. For flashy presentations and trying out and sharing basic concepts, Jupyter is great. But for day to day data science work in either research or the private sector, I'd go with Spyder 100% (and I have, in fact) since you can actually build tools others can use with it (and not just cool notebooks).
Of course, we have the Spyder-Notebooks plugin so you can open, edit and interact with Jupyter notebooks right inside of Spyder, if you so feel the need.
