I'm facing issues in installing symengine into sage...I used pacman to for sage but where do I have use those commands given on build page,I tried /usr/share/sage and a few other locations.

if you are using sage from pacman, install symengine normally. Don't follow those instructions

install symengine.py
The instructions there are old, I've removed them
since then, the python wrappers are in a separate repository
