me again, to ask about adding XLIFF support into Pootle :D
where do I need to look to create a PR for that?

If you plan to develop a new feature and want to include it upstream, please first discuss it with the developers on the Pootle development channel
we've got XLIFF 1.2 files exported from Angular and would like to use Pootle for translating them. Looking through the issues it looks like XLIFF 1.1 is only supported currently. The last time I tried a XLIFF 1.2 file the placeholders were removed. I'm seeing references to Placeables and I think the last time we spoke, I was told that translate toolkit should support that but it's just the frontend that's missing for managing the placeholders

@intellix Support for XLIFF already exists. But it is only for XLIFF 1.1. If you want to contribute any improvement to the format support you will need to do it in Translate Toolkit. Once the support is there it can be enabled in Pootle.

you would also need to register the format, and do any other specific stuff, in pootle

Yes, but Pootle side of it is just registering the new format.
