    the queue is full, but yours was stuck in new state
    it just hadn't been processed to go into the queue yet

    The issue I face is not because of the sra-tools version. Using the same version and input the download succeeds on usegalaxy.org

    This one is still valid though: galaxyproject/tools-iuc#2105
    fastq-dump filters out all reads
    Having fastq-dump --table SEQUENCE would fix the filtering.
