the great thing about blend (I think that was the name) was you could have non-coders do application UIs
separate out UX from the code

I def agree with the idea that it could be something awesome. I mean, it currently can output to XNA/MonoGame, Xamarin Forms, and Skia, so that's pretty good already.
But to make it be something for general use would take a little bit of dedicated effort.

Yea, we actually got a new artist who joined last week or so.
Up until now I've been doing the gum myself.
And we're thinking of getting him to do the UI.
