I think your reasoning is good. I don't support older releases either.
I think at this point, support for Gingerbread does more harm than good

Can I use this Time/Date picker within a fragment? I am currently using fragments for navigation. User would then click the textview to change the date/time.
I keep getting errors for getFragmentManager()

you can only get the FragmentManager from an Activity object. So in the code of your fragment you should do getActivity().getFragmentManager()

Yes, as mentioned in the Readme, you can use setSelectableDates to restrict the options

I will, but I'm short on time at the moment. The date picker should be relatively easy to do, the time picker is a bit harder, because I'll have to support both designs simultaneously

@Aenadon yes that is exactly what you do, you build the TimePickerDialog in the OnDateSetListener() from the DatePickerDialog
that's what I do in my app
